The Federal " Residential Lead-Based Paint Hazard Reduction Act 0f 1992", also known as Title X,
was passed to protect families from exposure to lead from paint, dust, and soil. Section 1018 of this law directed the U. S. Department of  Housing and Urban Development (HUD) and the U. S. Environmental Protection Agency (EPA) to require the disclosure of known information on lead-based paint and lead-based paint hazards before the sale or lease of most housing built before 1978.

The Occupational Safety and Health Administration (OSHA) defines lead poisoning as having a lead blood level of 10 microliters/decaliter.

When lead is in water ( which can occur with old lead-contained pipes and plumbing, and other water transport equipment) it is difficult to detect because the lead cannot be seen, smelled, or tasted in the water. And, if someone works in an environment that has lead, that person should wash their work clothing separate and apart from other household members, and shower immediately from returning home from work.

Other sources of toxic lead in Baltimore, besides lead-based paint, can include toys(particularly from other countries such as China), hone remedies, furniture, other foods and food additives, cosmetics, lead crystal, pottery, porcelain, other pipes and plumbing, candy wrappers, food packaging, etc.

Since lead is not able to dissolve in water or biodegrade, dissipate, decay, or burn, this makes lead a harmful hazard. Most sources of lead in the environment are the result of human activity despite the fact that lead is a naturally occurring substance.
