In recognition that health problems can be caused by lead (Pb) poisoning, the Residential Lead-Based Paint Hazard Reduction Act, commonly known as TITLE 10, was enacted in 1992 ( 42U.S.C.4852d).

Congress directed the Environmental Protection Agency (EPA) and the Department of Housing and Urban Development (HUD) to write regulations specifying how TITLE 10's goal
of lead hazard reduction should be accomplished (24 CFR Part 35 and 40 CFR Part 745).

The regulations apply to rental property built before 1978.

The regulations specify that, before signing a lease or rental agreement, you must give every new tenant the EPA pamphlet, Protect Your Family From Lead In Your Home. Both the landlord and the tenant must sign an EPA-approved form --- Disclosure of Information on Lead-Based Paint and/or Lead-Based Paint Hazards --- that will prove that the landlord told the tenant about any known lead-based paint or lead-based paint hazards ( or sign an equivalent form selected by your state).

This disclosure for must be kept as part of  the landlord's records for at least three years from the date of the start of the tenancy.

Baltimore has a lead (Pb) problem. And, it has had a lead problem for a number of years because of the frequent use of lead for industrial, residential, and other commercial purposes. Lead has a long life-span; therefore, it can hang around in buildings, ground and the air for a long time.

BLACK FARMERS vs. USDA : CLASS ACTION UPDATE by BLACK FARMER ATTORNEY CHARLES JEROME WARE [Maryland & D.C.]

Decades after the original filing of their class action discrimination lawsuit against the United States Department of Agriculture (USDA), and years after execution of the Consolidated Case Settlement Agreement , African-American farmers continue to get  lesser treatment from the federal court, the USDA, class counsel, as well as the settlement process --- as this tragic, long-running  discrimination saga draws to a close.  For example ;

The undistributed leftover settlement funds allegedly amounted to approximately $12 million, according to federal judge-appointed class counsel. This same class counsel announced that these leftover funds would be placed in a so-called "Cy Pres Fund" [Charity Fund] and " will be made available to eligible tax-exempt nonprofit organizations serving African-American farmers and/or ranchers according to the intent of the Consolidated Case Settlement Agreement."

The bottom-line is that these so-called "leftover settlement funds" will not be going to the already-underpaid victims in this class action litigation : the Black Farmers.
