JOGGING UNDER THE INFLUENCE ("JUI") OR PUBLIC DRUNKENNESS, OR NO CHARGES?

In Pennsylvania a 21-year old college student was arrested after being stopped for jogging along a dark and busy highway while drunk (he blew a 0.19 on the Breathalyzer test).  The police officers observed cars on the same highway making defensive moves in order to avoid hitting the speed inebriated jogger.  What charges should be brought, if any?
